The Davis City Council decided to unanimously move forward with a motion Tuesday night that could be the first step in bringing back e-bike sharing while introducing e-scooter sharing to the city.

There needs to be a second reading before the proposed changes are officially approved. If that happens, that could lead to hundreds of e-bikes and e-scooters in the city, thanks to a proposed one-year pilot project with Lime, a rental e-vehicle company.

The plan would bring 500 e-bikes and 300 e-scooters to Davis. There would be a fee to use them, but there would also be a low-income program. Additionally, the city of Davis can terminate the project at any point. Still, even allowing e-bike and e-scooter sharing in a college town already brimming with bicycles and scooters could lead to mixed reactions.

"It is controversial, without question,” Davis City Council Member Dan Carson said.

Carson told KCRA 3 there are pros and cons to the pilot project. He said it could potentially reduce car congestion in the downtown area, and therefore emissions, which fits with the city of Davis’ sustainability goals.

But on the other hand, Carson said there are some worries about the bikes and scooters being left in the wrong place. Carson said that was a problem in 2018 when Davis put the brakes on a brief bike share program with JUMP. While the ordinance required JUMP bikes to be parked in bike racks, compliance was low, which led to several complaints from residents.

That is why there are changes this time around for the pilot project, with Lime responsible for making sure improper parking does not become an issue again.

"One key provision for me is a 90-minute requirement for them to respond to a parking issue after they hear from the city, and that could go a long way to make things better,” Carson said.

KCRA 3 spoke to Davis residents about this potential plan.

But Taelynn Knutson feels differently about the impacts on the environment.

“I'm an environmental policy major, so that one thing that I really liked about it is having more sustainable options available, especially for people who don't have their own personal vehicles," Knutson said.

If the wheels move forward on this proposed project, Carson said accountability will be key.

"We need to make sure that [Lime] lives up to any promises that it makes,” Carson said.

Again, the Davis City Council did not vote on the Lime pilot project yet. Tuesday night was solely about looking at municipal code. City staff told KCRA 3 that a second reading of those proposed changes will happen at a future meeting. If the city code changes are officially approved, they would take effect after 30 days.
