Like many in the food and hospitality business, Galice Ryan, a Sacramento area chef, knows how to work through difficult challenges. Now he, and others in the industry are faced with another obstacle: increased pricing.

According to new data released this week by the Bureau of Labor Statistics, restaurant prices rose by .8 percent in July, the largest increase since 1981. Prices were up 4.6% over just the past year.

"I never saw anything like this coming," said Ryan, an executive chef at Hook & Ladder in midtown Sacramento. "Look across Sacramento. Everyone is having the same issue."

Higher food and wage costs are being passed on to the consumer. Restaurants like Hook & Ladder are carefully navigating the line between offering affordable, appealing options for customers while also turning a profit.

"The labor [cost] is higher than it's ever been," Ryan said. "Minimum wage keeps going up."

COVID-19 impacts created a labor shortage, and that's led to a bidding war for available workers. Ryan said he tries to bring people on for $16 to $18 an hour, but he's also hearing of some fast-food places offering as high as $19 starting.

As labor costs go up, so do prices on the menu. Scott Ostrander is a co-owner and executive chef at Origami Asian Grill in East Sacramento. He said meat prices have also been increasing, citing the meat-packing plants in the Midwest that were also affected by coronavirus impacts.

Ostrander added that low meat supplies, met with high consumer demand, forced prices to go up. He said he's seen pork belly prices go up from $2.90 a pound to $5.53.

With Proposition 12 -- the Farm Animal Confinement Initiative -- going into effect in a few months, prices are expected to go even higher. The law, which passed in 2018, requires all pork products sold in California to come from pigs raised with enough room to stand up, lie down, and fully extend their limbs. So far, less than 4% of farmers have met that requirement, raising many questions about the accessibility of pork products when the new year starts.

"I should be passing double my costs to everyone else, but it doesn't really work that way, because people are going to go somewhere else," Ostrander said.

Inflation is also contributing to the rising cost of doing business. The Labor Department reports that overall consumer prices went up 5.4% over the last twelve months.

Both Origami and Hook & Ladder have managed to avoid major markups by keeping high-priced commodities off the menu. But it's a delicate balancing act.
