Huge new casino project begins at old Sacramento-area 'ghost mall'

The "ghost mall" of Elk Grove will soon be transformed into a new casino, with the groundbreaking planned for March 9.

The casino is a partnership between the Wilton Rancheria tribe and Boyd Gaming, which also runs a number of casinos in Vegas, including the Fremont, Jokers Wild and Gold Coast. The project is a large one. Boyd Gaming said there will be up to 2,000 slots (for comparison, Cache Creek has about 2,700), more than 80 table games, a proposed 12-story hotel and spa and a convention center that will be among the largest in the region.

The casino replaces the "ghost mall" project, which sat dormant on the 64-acre lot at Promenade and Grant Line Road for more than a decade after the original developer went bankrupt in 2007. Parts of the mall were constructed, leaving Elk Grove with a reminder of the shopping center that never was. The partially built mall was torn down in 2019 after the company told the city it was canceling the project for good.

In December 2020, the Howard Hughes Corporation (yes, that Howard Hughes) announced the land had been sold to the Wilton tribe and Boyd Gaming. Although this week's press release does not list the name of the casino, a site linked to by the Wilton tribe calls it "Wilton Resort."
