Sacramento County is on the brink of shutting down indoor operations at restaurants, bars and gyms once again due to a recent rise in COVID-19 cases.

“This is a very likely possibility,” county public health officer Dr. Olivia Kasirye said.

Right now, Sacramento County is in the state’s red, or substantial, reopening tier where restaurants are allowed to operate indoors at 25% capacity. However, Kasirye said the current COVID-19 case rate no longer meets the red tier.

In mid-March, when the novel coronavirus pandemic hit California, state officials shut down many industries or established restrictions in order to mitigate the spread of the virus. Since then, the state developed a reopening plan that impacts each county.

That plan is a four-tier color system for reopening the state. Counties move in and out of tiers based on their number of COVID-19 cases. Purple is the most restrictive, followed by red, orange and yellow, the least restrictive.

Sacramento’s latest case rate is 7.4%. However, the case rate must be below 7% for a county to remain in the red tier. According to Kasirye, if Sacramento fails to meet red tier criteria through Tuesday, the county will immediately rollback to the more restrictive purple, or widespread, tier.

The indoor shutdown could start on Wednesday if the county issues a new public health order.

Kasirye said the county is trying to buy some time through an adjudication process. Sacramento County is appealing to the state, asking for it to take other factors into account, like the county’s relatively low case positivity rate. The adjudication process could delay businesses from shutting down indoor operations by a week.

According to Kasirye, the two main causes of the recent rise in COVID-19 cases are outbreaks in long-term care facilities and an increase in private gatherings. She added that the increase is not related to Halloween since the rise started beforehand.
