The Elk Grove Unified School District announced Monday it is readying a learning model that would reintroduce some in-person instruction to parents who want their students to return to a classroom setting.

The school district said this approach, however, depends on Sacramento County's ability to advance further with the state's four-tier reopening system, each tier with its own set of restrictions based on how a county is handling the spread of COVID-19.

"Our first priority is student and staff safety," Elk Grove Unified Superintendent Christopher Hoffman said. EGUSD closed campuses in mid-March when the novel coronavirus outbreak hit California. The school district adopted the distance learning model to make sure students can continue with their education amid the COVID-19 pandemic.

Below is the school district's timeline for reintroducing in-person instruction if the county reaches Orange Tier by Nov. 3:

The school district said it plans to give staff two weeks to prepare for the transition if the county moves to the next tier.

Xanthi Pinkerton, spokesperson for Elk Grove Unified District, said if Sacramento County does not reach orange tier by the school district's goal, then the academic calendar will also be a factor as to when in-person instruction can be phased in.

Sacramento County moved to red tier, the second most restrictive tier, on Sept. 29, allowing several types of businesses and organizations to resume indoor services with modifications.

Any county that remains in the red tier for at least two weeks can begin allowing schools to resume in-person instruction. Social distancing guidelines and face coverings will still be required by order of the state health department.

The school district's announcement comes after Sacramento County officials said on Oct. 13 the county met the two-week minimum to begin reopening schools.

Distance learning will still be an option regardless of in-person instruction becoming available, Pinkerton said. If parents who initially chose distance learning want to put their child back in a classroom, they can do so by communicating with their principal for what's required for a safe transition.

Pinkerton said parents do not have to make any decisions right away. There will be a school district board meeting Wednesday with more information for parents who wish to attend and learn more about the school district's plan.

Pinkerton said the Nov. 3 deadline falls on a Tuesday, when California Health Secretary Mark Ghaly provides updates on where counties stand in the state's reopening plans. The school district will plan to either move forward or hold back on implementing its in-person timeline depending on if that announcement moves Sacramento County forward.

Under the state's orange tier, capacity limits for several businesses and centers can expand. For Sacramento County to reach the orange tier, it will need to meet the state's requirements of having COVID-19 positivity rates between 2% and 4.9%, as well as an adjusted case rate between 1 and 3.9 cases per 100,000 tests.
