The Sacramento County Board of Supervisors unanimously approved the $8.4 million recommended budget for the 2023-24 fiscal year, which begins on July 1. It is roughly a half-billion-dollar increase from the previous budget.

The county said big parts of that budget will go toward priorities, like homelessness and meeting their legal obligation to address overcrowding at the jail.

"The recommended budget includes $34 million in appropriations for the Mays Consent Decree and, of course, that’s to address, first of all, decreasing the jail population in a way that is safe for the community and, also, making improvements to our jails in terms of [Americans with Disabilities Act] and other accessibility," said Sacramento County spokesperson Kim Nava.

The county is also budgeting millions to respond to the homeless crisis.

"We had about $10 million in new funds for homelessness, including staffing, increasing our CORE centers and increasing staff for our homeless engagement and outreach teams," Nava said.

The budget also includes an increase for the Sacramento County Sheriff's Office. It will get a boost of about $35 million from the county's discretionary and semi-discretionary funds.

"Some of the increases are coming right now from staff salaries," said Sgt. Amar Gandhi with the Sacramento County Sheriff's Office. "That's negotiated between the unions and the county, so that's something that's out of our control in that regard, but we do obviously have to pay for."

He said another part of the increase is to make up for a decrease in revenue. The sheriff's office typically gets federal money to house federal inmates at the county jail, but it will be doing less of that to address concerns about overcrowding at the jail.

The sheriff's office is also planning to invest about $1.2 million in new technology, buying a new cell phone tracking system and a vehicle to transport it in hopes it will help with investigations into missing people or human trafficking.

"This allows us to track cellphones of these bad guys, of these traffickers, where they're going independently," Gandhi said.

The department will no longer have to rely on cell phone carriers.

Instead, the only wait would be for a judge to approve a warrant, which would still be required.
