A guaranteed income program has rolled out in Sacramento County to help families in need of a safety net.

The program is part of a nationwide trend popularized in part by former Stockton Mayor Michael Tubbs, who launched a privately funded guaranteed income program in 2019.

The program for Sacramento County residents is being operated and funded by United Way with help from nonprofit UpTogether.

A hundred families have been selected to receive $300 per month for the next two years with "no strings attached," according to a release from United Way California Capital Region. The payments began in June.

The 100 families, eligible because they were making up to 150% of the California Poverty Measure for their household size, were selected through a lottery, said Kula Koenig with United Way.

"What we're doing is we are investing in families who have shown the strength to get out of poverty, but we want to be able to help them to build resilience," Koenig said. "With that $300 per month that they're getting, they can spend it in ways that make sense (for them). They can save it to maybe make a down payment on a house or they could use it to purchase a reliable automobile to be able to get to work. It just helps to make sure they don't fall back into that cycle of poverty, because it builds that resilience and those savings, et cetera."

Koenig said that in the future, United Way would love to partner with the city of Sacramento or the county to continue the program on a larger scale as other cities have done.

"I think the pandemic has really taught us that we need to build resilience within our communities because things can happen," she said.

Earlier this year, Gov. Gavin Newsom proposed $35 million over five years to pay for "universal basic income pilot programs."
