Less than a month away from summer and almost two years since their 6-year-old daughter drowned, Elena and Doug Matyas are raising awareness for childhood drowning prevention, hoping to prevent other families from losing a child.

Since the death of Roxie, their daughter, this couple has helped introduce two pieces of legislation in California. Assembly Bill 768 would provide long-overdue drowning prevention resources to more than six million students across the state through the Department of Education, while measure ACR 39 would establish every third week in California as "Roxie's Wish: Drowning Prevention Week for Children."

Numbers from the Centers for Disease Control and Prevention show that 45% of Latino children and 64% of Black children can't swim well or at all.

"If your parents don't know how to swim, you're looking at only 19% of you learning how to swim, so it becomes a generational cycle," Adriana Contreras, director at DART Swimming School, said.

While swimming lessons reduce the risk of drowning by 88%, economically disadvantaged youths are less likely to take these lessons. With these costs in mind, Sacramento County residents will be able to register for a two-week course for $75 with the swimming school. That fee is much lower than what swimming lessons would normally cost someone.

Aside from that, the Carmichael Parks Foundation has approved scholarships for lower-income families, which means that if approved, a person could pay less than the already discounted price. The summer swim class program begins on June 14 and will be rotating.
