With the latest stay-at-home orders in effect for two regions in California, small businesses in other areas are concerned they'll be the next to face closures or restrictions.

That's why small business owners in Folsom are raising concerns to their city leaders about staying in business at Monday night's council meeting.

Lucky's Barbershop and Men's Club owner Aaron Ralls, who planned to attend and speak out at that council meeting, spent at least seven out of the nine-month-long pandemic shut down.

“It’s almost completely crippled us,” Ralls said. “I lost half of my staff and since we were able to open back up, we’ve lost maybe 90% of our business.”

The bottom-line losses come in addition to a major investment Ralls said he made in equipment, like a hydrostatic disinfectant sprayer and the chemical refills to go with it. He’s done a reconfiguration of his shop to keep up with safety guidelines and has committed to regular, rigorous cleaning of his shop.

Hearing that in addition to the financial toll his business has already taken, he may face state and/or county-mandated fines, penalties, or in his case, the loss of establishment and barbers’ licenses. Ralls said that is not only disheartening but ludicrous.

Ralls plans to defy any potential orders and stay open, even if the greater Sacramento area is placed under a stay-at-home mandate based on its ICU capacity dipping below 15%.

“If there’s another stay-at-home order that goes into effect, we will not be shutting down,” he said. “We won’t shut down anymore. I can’t afford to not only for myself, but I have barbers who’ve stuck with me through this that are sole providers for their entire family.”

Before the pandemic, Ralls said he would have eight barbers in the shop working, with a line out the door now. He is now down to two barbers.

“I kind of look at it like the school bully taking my lunch. At some point, you've got to fight for your lunch and right now I'm at the point where I have to fight for my lunch,” Ralls said as he gestured toward the barbers in his shop. “And not just my lunch, but their lunch as well.”
