El Dorado County is facing the possibility of moving backward in the state’s reopening plan.

Right now, the county is in the moderate risk orange tier, but due to a rise in COVID-19 cases, it could be forced to return to the “substantial risk” red tier.

Here are four things to know about the possible regression:

1)The move is not final yet

According to El Dorado County’s Public Health Nursing Manager Lynnan Svensson, it’s “very possible” the county could move back a tier.

Svensson said county health officials are watching data from the week of Sept. 27 through Oct. 3, one week after the county moved into the less restrictive orange tier.

She said officials are still doing investigations from that week.

2)If the county moves back, expect more restrictions

If the county returns to the red tier, most businesses will see capacity restrictions tighten from 50% indoors to 25%, which includes restaurants, movie theaters and places of worship.

In the red tier, gyms would have to limit capacity to 10%. It is 25% in the orange tier.

Wineries and vineyards will be forced to move indoor tasting operations back outside.

3) The move is based on a testing metric

The state has established a testing metric to gauge whether a county will advance closer toward reopening, stay in the same tier or regress.

The metric is based off positivity rates and daily infection rates.

According to the state, a county must remain in a tier for at least three weeks before advancing.

If a county’s metrics worsen for two or more weeks, it will be forced to move back into a more restrictive tier.

4）Some businesses are already prepared

At Holly’s Hill Vineyards, winemaker Josh Bendick said they never moved operations back indoors, even when they could.

He said the safety and comfort of guests and staff is the top priority.

As the temperatures get cooler and the possibility of having to keep operations outside lingers, Bendick said they’ve invested in outdoor heaters and have already started thinking of creative ways to handle the winter months.
