解决游民问题 金山拨款6740万加码永久支持性住房
在过去两年里，旧金山市租赁和收购了共计2500多个新的永久支持性住房单位。

旧金山市长布里德宣布，计划拨款6740万元投资永久支持性住房；款项将用于提供非营利性机构员工的工资、加强社会服务和改善基础设施、支持永久支持性住房（PSH）组合，其中包括对老旧支持性住房的改造。

旧金山市过去两年租赁和收购共2500多个新的永久支持性住房单位，是近20年来最大的扩建；2022-2023财年和2023-2024财年预算的重点，是确保永久性住房组合的公平性，同时继续为无家可归者提供住房机会。

此次拨款还将为市内青少年和家庭购置至少90个新的永久支持性住房单位，在未来两年创造1784个就业职位，并将目标扩大到289个成人和青年职位；以及在两年内增加679个新的永久性支持性住房单元，包括用于家庭和育儿的新住房单元。

拨款两年内已投入3000万元，用于提高投资永久支持性住房（PSH），支持服务和物业管理的非营利性员工的工资。未来3240万元投资于住房计划，为租户提供更高水平的管理服务，以确保他们保持稳定的住房。500万元则用于支持对现有建筑物进行改造，以解决安全性等问题。

布里德表示，虽然今年的预算将帮助解决一些最紧迫的问题，但投资永久支持性住房至关重要；她指出，住房是解决无家可归问题的有效方法，这些投资使旧金山市能够维持必要的关键基础设施和人员配置，以帮助弱势居民拥有住房。

预算还包括投入永久性住房有针对性的人员工资，以将PSH管理经理的工资提高到每小时28元，以提供薪酬公平并减少员工流失。此外，正在进行的1200万元将增加一线工人的工资，例如在PSH投资组合中经营建筑物的门卫和前台文员。

在旧金山进行这些重要的资金拨款支持的同时，旧金山市也在扩大住房机会。本次的永久性住房投资由提案C、地方、州和联邦基金共同支付。
