Across the nation, calls to defund police departments are being echoed by protesters and community members.

In Sacramento, city lawmakers and community members are beginning the conversation about what that could look like.

“I’m talking about moving money away from police towards the services and interventions that reduce the need for police in the first place,” said Sacramento City Councilmember-elect Katie Valenzuela.

Valenzuela is hoping the city council will vote to take $10 million earmarked for the police department and invest it in other programs to support the needs of Sacramento communities.

“I want to start a conversation about what does safety mean in Sacramento,” Valenzuela said. “And what role do police have in our communities, so we can fund them appropriately for that and direct funding towards other interventions and further things they’re not appropriate for.”

Valenzuela is asking Sacramento residents to call into the Sacramento City Council meeting Tuesday when city council members discuss Item 2, "Review of Local Emergency Declaration - Civil Unrest," and demand changes to police department funding.

While there won't be a vote on the issue Tuesday, Valenzuela hopes with people calling in, police funding will become an issue later.

The Sacramento Police Department has a $147 million budget. The council approved an additional $10 million for next year’s budget, which goes into effect July 1.

“We respond to over 430 calls a day, every single day of the year,” said Sacramento Police Chief Daniel Hahn.

Hahn questioned if the police department is defunded, who would the community call?

“I don’t know who would handle those calls if you eliminated the police department,” he said.

Hahn said the department is open to policy changes and reform, specifically when it comes to handling homelessness or mental health-related calls.

“If they don’t have violence or the prospect of violence, we shouldn’t be going,” Hahn said. “We are not the best-equipped to do that.”

In a statement, Mayor Darrell Steinberg said he’d like to see 911 calls for mental health and homelessness handled by mental health professionals and social workers.

Sacramento State criminal justice professor and retired Sacramento police officer Dr. Shelby Moffatt said funding and reform is a complex conversation that takes time.

“You have to have conversations and you have to listen,” Moffatt said. “The key is getting those who are in the perceived power, in this case, it would be law enforcement, they have to listen.”
